Please add languages

Can you add languages, please?

I tried to add with ResX Manager, but I get errors only and I'm a beginner.

XDG0008 Resources is not supported in a Windows Presentation Foundation (WPF) project

In my own WPF project there's working with languages...

Example
MainWindow.xaml: {x:Static properties:Resources.MyText}
Resource files: Resources.de-DE.resx
