It appears that the external CI platforms require setup by an owner of the organization, not just a manager of the project.

Can you link to the page that details the CircleCI setup needed here?

I don't have much experience with this but here goes:

• Start at https://circleci.com/signup/ and click "Sign up with GitHub"
• Select an organization (Arduino-CI)
• Find Blink and click 'Set Up Project'
• Click "Use Existing Config"
• Click "Start Building"

Of course, I've never done this before, but I think it will be something like this!
