Add support for the recipe/power cost multipliers that exist in experimental #116

Add the ability to update how the production planner calculates based on the new multipliers they've added in 1.2 EXP. For instance, when it comes to concrete, at a 0.5% multiplier the recipe now requires 2 limestone vs 3 at default.
