Build automated docs

Starting with #8 we have a good base for building automated sphinx docs

Its not much, but its there to help us get started...

I also forgot to add doc/_build to git ignore, so we'll wanna strip that, unless its necessary for github pages, idk

Alerts a "identified" by the labels that exist on it. This means you can POST unchanged labels with modified annotations/endtime and it will just know how to modify that alert.

But the second you add a label, its a new alert
